I found this on fleabay .99cent+3.95 shipping 1st the coin is set in holder wrong. but after looking it over I noticed the date had and extra metal on surface around the 2 mainly + it not marks on the holder
has anyone seen this before?

Does look like a rub or possibly an ejection issue.

Its just an odd strike to me and 1st generation NGC holder.
I am not an expert.
