Why am I not allowed to post a new thread on the Error or Variety sections?

Why am I not allowed to post a new thread on the Error or Variety sections? For some reason I can post replies but not new threads? Is there a setting I need to change? I looked in the User CP but I can't find anything.

Only moderators can post in Error Central or Variety Fair. Post your find in "Attribution Submissions". It will be moved by a moderator within a few days.
