2006P chip or gouge?

Is this a chip/gouge (in front of the eyelid)? I posted this several months ago, but I didn't have my scope yet and the pics weren't very good. I found another one today and thought I'd post it again with better pics. The 1st pic is the one I'd posted earlier.

If it's raised, it's a chip. Otherwise it is only a gouge Jeremy.
