Micro MM or Just Weak Strike

Is this the result of a filed die on a Mint Mark or is their really a micro mm..:)

I would think this is a result of die abraision reducing the clarity of the MM. I don't know of a small MM large MM difference in that year. maybe someone else has some knowledge of it. Could be a weaker punch?????
