I speculate that this is post mint damage. A partial tilted collar would have a partial rail road tracks on the rim edge.
Notice on this coin the strike of an object has gone thru the lettering and also has spread the coin features. It looks by your pictures that the coin was laid down on a flat surface and then a round hard object was put on top of the coin and struck causing the indentation.
What does the Obverse look like?

There are railroad tracks on the side, the metal flow is continuous across the coin into the affected area, the face is not full struck. Dale

I would still say PMD due to no damage to the obverse side of the coin.
It would be hard to say without the coin in hand and seeing how far the railroad tracks run and how much of the rim is left intact.
Let's see what others have to say.

I may have to do that, I'm looking at ordering some Lincolns through my local bank, they are not going to handle them because of the chain of custody that they have to do, I offered to pay an additional fee to have them order, then hand them to me the compleat shipment to end their chain of custody. If they do it I will be offering them for what I pay for them and the shipping. They can order first day strike coins for 2 dollars less per roll then what the mint sells them for.
The head teller gets an RPM from me every time I turn in my bags of sorted lincolns and she is willing to do the paper work, so she can get a free roll.
I normaly get 20 to 30 RPMs out of a $25.00 box of coins, I have gotten as high as 47 out of a $25.00 box. I also normaly get 1-3 minor double dies out of a box. Dale

That's a pretty good amount of RPM's in a box and a heck of a way to get someone new into collecting and helping you out.
