Is this just from machine doubling.

I think you probably should take a closer look at other cents from the 90's. You will see that this apparent doubling is actually a design element and quite common. The strength of what appears to be a doubled eye is dictated by die state, but all coins (especially from those years) have the secondary design element to the east.

My thought about this is the design mimics that in which a marble sculptor will carve out the iris of the eye so the completed eye design looks more natural.

I have seen on other 90s the extra detail in the eye, on this one the line goes down the cheek and that is what caught my eye.
