1984 rpm

Hi everyone I just came across this.. Any help would be appreciated. It has some build up but looks like a rpm.

It is real difficult to say what this is without a close-up of the date and mintmark area. My guess would be a plating problem with corrosion around the mintmark. Pretty common problem for zinc cents.
