Rare find, a 1999 double struck in collar, this is a very nice find and it made me jump when i found it. these coins are rare to find in any grade. you can see the extra liberty and date and motto on this coin.

Not double-struck. It was struck only once through a slightly rotated, late-stage die cap. The normally-oriented incuse design elements are characteristic of such errors.
