I'm going to guess a weak strike.

I would have to say struck thru debris or a heavy grease.

Specific Characteristics of a weak strike: The weak strike will be weakly struck all over. The rim will be poorly formed and will usually retain the shape shape elements strongly made while others will have been obliterated by the die clogs.

Defintion comes from The Error Coin Encyclopedia, 4th Ed. Hope this helps.

I'm with Joe - struck through grease, and I know this because of all the posts on LCR.

I think error diagnosis is difficult and historically been done incorrectly. And I have a feeling that there are a lot of "weak strikes" and "die adjustment strikes" in collections out there that are really just struck through something...not that a coin struck through grease isn't cool or collectible, but it is what it is...

Well, my 1st impression was definately struck thru grease, but I changed my mind as I kept looking at both the obverse and reverse side. I started thinking that if it was struck thru grease then only one side would be affected while the other side would be somewhat normal, but both sides seem affected which lead me to think it was the strike.
However, I guessed wrong. Thanks for the Error Coin Encyclopedia quote.

I believe it's actually both. A weakly struck coin with dirty dies.

Im using a $100 5 M pixel camera with ISO set on 200 and auto focus set on the smallest frame possible.

This is a great coin worth keeping! May be ugly to some pickier collectors.
Just look at the 9 in the 19!! I would put that in my anomaly box in a second!
Keep it out overnight with another "nice looking" cent. They may procreate!!
