trails or maybe not

Interesting coin. The rim is flat/missing at 12 o'clock and the letters all seem to smear upwards. What do I have here?

These are not trails, but a combination of die wear and a striking problem. Trails are usually a single line from a corner of a device, not the entire width of the device.
