I'm not sure what caused this it looks like a horn sticking out of his neck and there is also a raised strip on his collar that is in line with the horn.

It appears to be a die dent that was more than likely caused by a foreign object being in the striking chamber along with the planchet at one time. The object and the planchet were struck, causing the die to dent. Each coin after that strike will have that impression on it until either the die is changed or the dent flattens out.

Actually, it looks like a weak, but massively misaligned and tilted die clash. A dozen or more of these are known between the years 1992 and 2000. I have not seen this one before. What appears to be a "horn" is more likely to be the top of a letter (defining the concave edge of the "horn") and the horn itself represents the edge of the field portion of the die. The ridge in Lincoln's coat would also represent an impression of the edge of the field portion of the die.

Do these coins have any extra value to them? It doesn't sound like this error is very well known. Its a first for me...

It sure takes a good eye to find those kind of errors. Congratulations!
