I have seen a number of these strikes that may have been caused by die abrasion, die wear or a less than adequate strike.

Also be aware of extra bars in the window panes; this is also a common anomaly and not a doubled die. Someone has that type of die anomaly on E-bay already, hawking it as some type of error.
