You know, I've seen a lot of these. And I'm pretty sure it's not a RPM. It's just the way the mintmark is.

I agree. This anomaly seems to be prevalent on most mintmarks of this era, and is not an RPM.

I do believe Chas. Daughtrey addressed this in his book 'Looking Through Lincoln Cents', as a 'broken mintmark punch'. Keep looking because you don't know what will show up on the next one.
