I just found this rotated die. What's the degree for it to be collected?

An acceptable margin of error is less than 15 degrees. Anything over a 15 degree rotation is considered collectible. Rotation variations of 90 degrees or more are more valuable with 180 degree variations being the most desirable.

Of course, the larger the rotation, the more it is worth. In this case, the rotation appears to be 30 to 35 degrees, which is well outside the norm allowed by the mint (8 degrees). The starting point for collectible rotations seems to be around 15 degrees.

Shing - i found one of those last year and had it tucked away in the whatever folder
it looks exactly the same degree of rotation but yours looks nicer
what degree would this be 20-25?

That article is attributed to Christopher R. Hill and dated February 18, 2008.

Though I do have a scale , for yucks I made the popcicle stick ( Gabe's Coins ) balance beam from your site and used it for determining 82 zinc and coppers. It works! His idea looks good for determining excact rotationals in degrees. ( Been off this week... had way too much time on my hands )
