1937 ddo

I am having problems with this one.Well maybe not a DO. I have checked CopperCoins but some marks don't line up to say yes this is a DO. Can I get some help please?

This one looks like an actual minor DDO. In addition to that, the 937 of the date looks like master die doubling known for the date. I am sure if this was an uncirculated example, you would have seen more of the spearation lines on the motto.
