This ball serif looks upside down to me.

Even though the photos are a bit blurry, I can tell that it is a normal ball serif mint mark.

Just to add a bit to Bob's correct comment; the break on the ball serif mint mark occurs on the top part of the loop on that mint mark. For it to be inverted, the break will be on the bottom of the mint mark.
