2008 D LMC Obv

I purchased several rolls of pennies from my local bank. These 2008 D LMC came from their vault, because I had to wait 15 minutes for someone to dig them out. When I inspected them, I found that some of the MS uncirculated cents had circles on the obverse. What kind of damage is this, was this done during the minting stage or during the coin rolling part? Not sure which is which.

Coin collectors hate this type of damage...its almost as bad as staple scratches.
