Yes mechanical..many times described as a shelf-like appearance.

A field of study every LC Variety hunter should spend time on is learning examples of all the classes of doubled dies. I realize you are speaking about a possible RPM ( which it is not ) , but learning Doubled Die classes will help in the case also. There is a lot of resources out there.

Notice the doubling you speak of is also on the tops of all the numbers .
... that is another giveway that it is Mechanical Doubling .

Here is a Pic of Mechanical Doubling on the side of the Date .. a 1980 LC . This is more subtle that yours but is the same..
