is there a 3rd party gradeing co. that will grade and attribute trail dies,chips,cool cracks.if not iwill send them back to the bank.my inventory of cents is getting to much for my little rented room??

Short answer - no.

Longer answer - maybe, some day...but not now.

ICG will ostensibly slab, I think, the top 50 trail dies. Wait for BJ to chime in for confirmation.

I have seen some really small errors slabbed by PCGS, like minor cracks; but for the price one pays for slabbing it seems way too high for a coin that carries little to no premium.

The main reason one would send in a coin to a TPG is to have it verified, certified and slabbed because it is a rare and pricey coin.
I believe it is not worth the cost unless it is an exceptional example that you would want to have graded and slabbed.
I would rather spend that money on something collectible like very nice early wheat, Indian Head Cents, nickels, mercury dimes, or any really nice silver coin, etc.
Just a couple of thoughts and opinions on the subject.

Yes, ICG will slab trail dies. I will be seeing Randy Campbell on the 7th of Sept and will present him with some die clashes and trail dies to be encapsulated. That is when we we try and work out what number system to put on the slabs.
