IS THIS A BROADSTRIKE OR OUT OF COLLAR STRIKE. BEEN MOVING FOUND THIS IN ONE OF THE CANS.

I believe a broadstrike IS a coin being struck outside the collar.

I think this is a off-center error.

Nice off-center find; maybe 15% or so. Rare to find these in circulation.
